Why is my boyfriend do unromantic?

I love my boyfriend i really do its just sometimes he can say hurtful things when it comes to romance, like one time we were at a party and when we were leaving a couple was leaving too and the boyfriend lifted he's girlfriend and carried her to the car and i said to my bf aww isnt that sweet and he's response was im not carrying you which is what i was hoping for :'( and all night that couple was kissing, snuggling, stroking ect ect i was trying to do the same but he didnt even want to do any of it back :-( guys? Girls? any ideas on why he is acting like this? He aslo said once that he hasnt got the money to buy me flowers and stuff i believe that but i dnt think it will ever happen :-(
