Why do people say that FGM (female circision) only happens in Africa when it happens MANY other places?

It doesn't have anything to do with Islam; there is no mention of female circision in the Quran. it was practiced in many countries before they ever converted to Islam. It has also been practiced in countries where there never was a significant Muslim population; such as the Aborigines of Australia. It was even practiced in the USA about 100 years ago; it was recommended by doctors to prevent masturbation and "hysteria"; no kidding. What was the dominant religion in the USA at that time? (Hint: it wasn't Islam).
