What can i do about my haring ex boyfriend?

my ex hares me on a daily basis he texts,calls,drives by my house,and shows up when im out with friends, one min. he is nice and wants to continue being friends and the next he threatens me and callls me names i cant change my number or block his cause we are under contract on the same plan for another year i have called the cops but in my town they wont do anything unless there is bodily harm and ignoring him only adds fuel to his fire what should i do to get him to stop? my kids are starting to see the stress he is causeing me.
