What are the best & worse aeas of Plymouth, Devon?

Chav?, Plymouth has always been a bit rough,it's a Naval base for heavens sake. The Barbican is lovely,in fact I like Plymouth,but if I lived down there, I would probably go towards Paignton,or the towns nr to Cornwall. If you compare Plymouth to London or Liverpool or Manchester,it's very quiet. Apparently Torquay is a bit rough now, compared to other places its the Hilton.
