I am currently in dispute with my propane company......?

I am currently in dispute with charges with my propane company, meanwhile they are charging me fees. I have contacted the bbb and Ohio Propane Gas ociation Of Consumer Protection and The Ohio Attorney General to help. Charges are still piling up while I dispute. Can I make an escrow account and if so How? Or should I just file a civil suit?
